HRCI writes these area names with the word 'and,' not an ampersand (for example, 'Employee and Labor Relations' and 'Learning and Development'). It's cosmetic, but it tells you whether a study resource is quoting the real outline or paraphrasing it.
Did the PHR exam change in 2024?
Yes — substantially. The PHR moved from a five-area structure to seven areas effective March 1, 2024. HRCI's own ECO Updates explainer confirms two new domains were added for the PHR: 'HR Information Management and Employee Engagement.' Those two areas now account for a combined 27% of the scored content, so they are not edge cases you can skim.
The other headline change: Employee and Labor Relations was cut from 39% to 20%. Under the old outline, ELR alone was nearly two-fifths of the exam. Candidates who over-indexed on labor relations were effectively studying for a different test. HRCI also renamed one area — 'Talent Planning and Acquisition' became 'Workforce Planning and Talent Acquisition,' and its weight slipped from 16% to 14% in the process.

Allocate study time roughly in proportion to the weights, then adjust for your weak spots. Someone from a compensation role might invert that. The outline gives you the target distribution; your diagnostic scores tell you where to deviate.
