SHRM replaced the old education-experience matrix — which required varying years of experience depending on your degree level — with a streamlined system focused on what you do, not what degree you hold. If your study materials still reference "4 years with a bachelor’s, 6 years without a degree," they are outdated. Here is what actually qualifies you for the SHRM-SCP in 2026.

What are the two eligibility pathways?

SHRM-SCP eligibility comes down to one of two pathways: at least 3 years of strategic-level HR work with 1,000+ hours per calendar year devoted to strategic duties, or holding the SHRM-CP for at least 3 years while working in, or transitioning to, a strategic-level role. No degree and no specific HR title is required for either.

Pathway 1: Direct strategic experience

  • At least 3 years performing strategic-level HR or HR-related duties
  • No degree required
  • No specific HR title required
  • Must demonstrate at least 1,000 hours per calendar year (January 1 to December 31) devoted to strategic work
  • Part-time work qualifies as long as the 1,000-hour annual standard is met
  • HR consultants qualify through strategic duties performed for clients, provided contracted hours meet the threshold

Pathway 2: Via SHRM-CP credential

  • Hold SHRM-CP for at least 3 years (clock starts from the date you passed, not recertification dates)
  • Be working in, or in the process of transitioning to, a strategic-level role
  • The "transitioning to" language provides flexibility — you do not have to be in a strategic role today

What does "strategic level" actually mean?

Strategic-level work for SHRM-SCP eligibility means developing HR policies and procedures, overseeing the execution of integrated HR operations, directing an entire HR enterprise, or leading the alignment of HR strategies to organizational goals. Implementing existing policies, supporting day-to-day HR functions, and other operational duties are explicitly CP-level work, not strategic.

SHRM provides four specific examples on its eligibility page (SHRM, 2026):

  1. Developing HR policies and/or procedures
  2. Overseeing the execution of integrated HR operations
  3. Directing an entire HR enterprise
  4. Leading the alignment of HR strategies to organizational goals

The SHRM-SCP product page adds context: "Your current or most recent work in HR is strategic in nature (i.e., drives culture, creates HR strategy, develops policy, etc.)." What is NOT strategic: implementing existing policies, supporting day-to-day HR functions, serving as an HR point of contact for staff, performing operational duties. These are explicitly CP-level work.

SHRM’s self-assessment tool may suggest SHRM-CP even if you meet SCP eligibility. Their guidance: "Historically, many HR professionals with non-strategic backgrounds who attempted the SHRM-SCP exam were unsuccessful. That’s why SHRM recommends individuals with this background start at the SHRM-CP level." Take this seriously — the SCP has a 50% pass rate.

How much does it cost?

The SHRM-SCP exam costs $350 for SHRM members and $450 for non-members at the early-bird rate, rising to $399 and $499 at the standard rate. U.S. military candidates pay reduced rates of $320–$469. Early-bird registration saves $49, and the member discount is $100 at each tier.

As of June 3, 2026, SHRM charges one unified fee for the SHRM-SCP and SHRM-CP — the $100 differential introduced in 2025 no longer applies.

SHRM membership costs $299 per year. The member discount on exam fees is $100, so the discount alone does not cover the membership. Early-bird saves an additional $49 over standard registration.

When are the 2026 testing windows?

  • Window 1: May 1 – July 15, 2026. Early-bird applications January 5 – April 30. Standard applications May 1 – May 29.
  • Window 2: December 1, 2026 – February 15, 2027. Early-bird applications June 3 – August 31. Standard applications September 1 – December 24.
  • Application deadlines close at 11:59 PM ET.

What is the application and audit process?

  1. Create a SHRM account at shrm.org.
  2. Apply during an open application window at the SHRM certification store.
  3. Select SHRM-SCP as your exam level and provide work experience details.
  4. Agree to SHRM Code of Ethics, Privacy Policy, and Certification Handbook policies.
  5. Pay the exam fee by credit card.
  6. SHRM reviews and determines eligibility.
  7. Receive your Authorization to Test (ATT) letter via email within 10 business days.
  8. Schedule your exam at a Prometric testing center using the ATT.

SHRM randomly audits a percentage of applications each testing window. If audited, you have 10 business days to provide documentation: a resume and/or a letter from a supervisor on company letterhead verifying 1,000+ hours per year in an HR role. SHRM does NOT contact your employer directly. Failure to comply results in denial and forfeiture of all fees. Falsification results in denial and/or revocation.

If you applied for SHRM-CP but want to switch to SHRM-SCP before testing, email certification@shrm.org. SHRM will verify SCP eligibility and issue a new ATT letter. Under the unified pricing effective June 3, 2026, both exams carry the same fee, so there is no price difference to pay.

Are military candidates eligible?

Yes. SHRM offers reduced exam fees ($320–$469) for U.S. military service members — active-duty, retired, and veterans including Guard and Reserve — who served in HR, personnel management, recruiting, or career counseling career fields. Military personnel who served in leadership roles performing HR-related duties in any of the 14 BASK functional areas also qualify. The Department of Defense’s COOL program lists SHRM-SCP as an approved credential.

Do you have 3+ years of strategic-level HR experience (developing policy, directing HR operations, aligning HR strategy to organizational goals)? If yes, apply via Pathway 1 — your fastest route regardless of whether you hold SHRM-CP.

Do you hold SHRM-CP for 3+ years and are working in or transitioning to a strategic role? If yes, apply via Pathway 2.
