SPHR Exam Content Outline 2024: The 5 Functional Areas and Their Real Weighting

The SPHR Exam Content Outline 2024 has five functional areas, and Leadership and Strategy carries the most weight at 33% — by itself a third of every scored question. The rest: Talent Management 23%, Workforce Planning and Talent Acquisition 17%, Total Rewards 17%, and HR Information Management, Safety, and Security 10%. Those five numbers sum to 100% and have governed every SPHR sitting since the outline took effect on March 1, 2024 (per HRCI's 2024 ECO).

If you studied an older outline or an old prep book, the weights you memorized are wrong now. Leadership and Strategy used to be 40%. Two areas you'd recognize — Learning and Development, and Employee Relations and Engagement — no longer exist as standalone domains. This post maps exactly what's on the current exam, what moved in 2024, and where to put your study hours. Our SPHR exam prep is built directly against these five areas, so the practice you do matches the blueprint you'll be tested on.

One ground rule before the numbers: HRCI publishes the percentage weights and the total scored-item count, but it does not publish a per-area question count. Anywhere this post estimates questions per area, it's the weight multiplied by 115 scored items — useful for planning, not an official HRCI figure. For the section-by-section difficulty picture, our SPHR pass rate and difficulty breakdown pairs well with this outline.

How many functional areas are on the SPHR exam?

Five. The 2024 SPHR Exam Content Outline lists exactly five functional areas, numbered 01 through 05. Here they are in HRCI's official numbering order, with the 2024 weights:

#Functional area2024 weightEst. scored items (weight × 115)
01Leadership and Strategy33%≈ 38
02Workforce Planning and Talent Acquisition17%≈ 20
03Talent Management23%≈ 26
04Total Rewards17%≈ 20
05HR Information Management, Safety, and Security10%≈ 12
Estimated items assume 115 scored questions; per-area counts are author estimates, not HRCI figures.

Do not believe sources that say the 2024 update cut the SPHR from six areas to five. The directly-retired 2018 outline already had five areas. A six-area structure only existed in the pre-2018 (2007-era) Body of Knowledge. The 2024 change was five-to-five — a reshuffle of content, not a reduction in area count.

What is the real 2024 SPHR weighting?

The real 2024 SPHR weighting: Leadership and Strategy 33%, Talent Management 23%, Workforce Planning and Talent Acquisition 17%, Total Rewards 17%, and HR Information Management, Safety, and Security 10%. Leadership and Strategy and Talent Management together account for 56% of the scored SPHR exam.

Below is the current outline as a chart, ordered by weight. Leadership and Strategy and Talent Management together account for 56% of the scored exam. If your study time isn't roughly split to match, you're spending hours on the wrong material.

2024 SPHR functional-area weights
Leadership and Strategydown from 40% in 201833%
Talent Managementcombined L&D + Employee Relations23%
Workforce Planning & Talent Acquisition17%
Total Rewardswas 12% in 201817%
HR Information Management, Safety, Securitynew in 202410%

Leadership and Strategy is still the heaviest area, but lighter than the 40% it carried pre-2024.

A note on the official numbering versus this descending order: HRCI numbers Workforce Planning and Talent Acquisition as area 02 (17%) and Talent Management as area 03 (23%). The numbering order and the weight order differ, which trips people up. The weights are what matter for study planning, so this post leads with weight. The mapping is fixed either way: Talent Management is 23%, Workforce Planning and Talent Acquisition is 17%.

What percentage of the SPHR is Leadership and Strategy?

33% on the 2024 outline. That's the single largest area, and it's the one that defines the SPHR as a senior credential — it's about steering HR strategy, organizational design, governance, and risk at the enterprise level, not executing transactions. In the 2018 outline it was 40%, so HRCI trimmed it by seven points to make room for the reweighted areas below it.

Leadership and Strategy is the only area whose name and lead position survived the 2024 update unchanged. If you see it labeled 'Strategic Management,' that's a pre-2018 historical name — it has not been the current term since the 2018 outline.

At an estimated 38 scored items (33% of 115), Leadership and Strategy is where a senior candidate either separates from a generalist or doesn't. Did the SPHR exam change in 2024?

Yes — the refreshed outline went live March 1, 2024, built from a practice-analysis study HRCI ran with HR subject-matter experts. It kept five functional areas but rebuilt two of them and added one. Here's the before-and-after, 2018 outline against 2024:

2018 (retired) vs 2024 SPHR weights
Leadership and Strategy — 2018retired weight40%
Leadership and Strategy — 2024−7 points33%
Employee Relations & Engagement — 2018folded into Talent Management20%
Talent Planning & Acquisition — 201816%
Learning & Development — 2018folded into Talent Management12%
Total Rewards — 2018now 17%12%

The 2018 outline's five areas: L&S 40, ER&E 20, TPA 16, L&D 12, TR 12.

What actually moved

  • Talent Management (23%) is the big new container. HRCI combined the old Employee Relations and Engagement (20%) and Learning and Development (12%) into one area. Those two domains didn't vanish — their content lives inside Talent Management now.
  • Workforce Planning and Talent Acquisition (17%) absorbed two retired topics. Per HRCI's update explainer, HR Service Delivery and Measurement and Analysis were combined into this area.
  • HR Information Management, Safety, and Security (10%) is genuinely new for the SPHR in 2024. This is the one area without a direct 2018 predecessor.
  • Total Rewards grew from 12% to 17% but is not a new domain — it existed in 2018 and was reweighted, despite some confusing wording in HRCI's own explainer.
  • Leadership and Strategy held its name and top spot, dropping from 40% to 33%.

HRCI's 2024 explainer is internally contradictory about Total Rewards — it calls it both 'remaining unchanged' and one of 'two new domains added.' Don't be misled: Total Rewards carried 12% in 2018 and 17% in 2024. It was reweighted, not invented. The only genuinely new SPHR area is HR Information Management, Safety, and Security.

What topics are covered on the SPHR exam?

The SPHR exam covers five topic areas: translating organizational strategy into HR strategy, organizational design, governance, and enterprise risk; engagement, performance management, learning and development, and succession; workforce forecasting, sourcing, and employer brand; compensation and benefits philosophy and pay equity; and HR systems, data governance, workplace safety, security, and privacy.

Each functional area splits into responsibilities and a knowledge base. At the SPHR level the framing is consistently senior — designing, directing, and evaluating, not administering. A working summary of what each area covers:

Functional areaWhat it tests at the senior level
Leadership and Strategy (33%)Translating organizational strategy into HR strategy; org design and change; governance, ethics, and enterprise risk; advising leadership.
Talent Management (23%)Engagement and retention, performance management, learning and development, succession — the merged Employee Relations and L&D content.
Workforce Planning & Talent Acquisition (17%)Workforce strategy and forecasting, sourcing, employer brand, plus the absorbed HR service delivery and measurement/analytics work.
Total Rewards (17%)Compensation and benefits philosophy, pay equity, total-rewards strategy at the program-design level.
HRIM, Safety, and Security (10%)HR systems and data governance, workplace safety programs, security, and privacy.

How many questions are on the SPHR, and how should I budget study time?

The SPHR has 115 scored questions plus 25 unscored pretest questions — 140 total. You get 2 hours 30 minutes of testing time, plus 30 minutes of administration (per HRCI's certification page, current as of June 2026). The 25 pretest items are scattered and unmarked, so treat all 140 as live.

Budget study hours to the weights, not to the area count. Roughly 56% of your time belongs to Leadership and Strategy and Talent Management combined. Drilling the 10% HRIM area as hard as the 33% strategy area is the most common way candidates misallocate prep time.

The fastest way to find your weak area is timed practice scored by functional area. Our free SPHR practice questions show you which of the five areas is dragging your score before you pay for anything. When you're ready for full-length mocks and analytics that track all five areas over time, the SPHR question bank covers it on a one-time payment — no subscription clock running while you study. Here's why candidates choose PrepSolution over recurring monthly tools.

Is the SPHR content outline the same as the PHR?

No. They share area names but weight them for different career levels. The SPHR leads with Leadership and Strategy at 33% because it certifies senior, policy-setting HR. The PHR is weighted toward operational and tactical execution. Studying the PHR blueprint will not prepare you for an exam where a third of the questions are enterprise strategy. Use the outline that matches the credential you're sitting for, and don't reuse an old prep book that predates March 2024 without checking its weights against this post.

Frequently asked questions

Five. The 2024 SPHR Exam Content Outline lists exactly five functional areas: Leadership and Strategy (33%), Talent Management (23%), Workforce Planning and Talent Acquisition (17%), Total Rewards (17%), and HR Information Management, Safety, and Security (10%). The weights sum to 100%.

Leadership and Strategy, at 33% of the 2024 exam — the single largest area. It covers translating organizational strategy into HR strategy, organizational design, governance, ethics, and enterprise risk. In the retired 2018 outline it was 40%, so the 2024 update trimmed it by seven points.

Yes. The refreshed outline went live March 1, 2024. It kept five functional areas but merged Employee Relations and Engagement and Learning and Development into a new Talent Management area (23%), folded HR Service Delivery and Measurement and Analysis into Workforce Planning and Talent Acquisition, added HR Information Management, Safety, and Security (10%), and reduced Leadership and Strategy from 40% to 33%.

33% on the 2024 outline, the largest of the five functional areas. That is roughly an estimated 38 of the 115 scored questions (weight × 115 — an estimate, since HRCI does not publish per-area counts). It was 40% in the retired 2018 outline.

No. They share some area names but use different weights for different career levels. The SPHR leads with Leadership and Strategy at 33% because it certifies senior, strategy-setting HR. The PHR is weighted toward operational and tactical work. Always study the outline that matches the credential you're sitting for.

140 total: 115 scored questions plus 25 unscored pretest questions. Testing time is 2 hours 30 minutes, with an additional 30 minutes of administration time (per HRCI, current as of June 2026). The 25 pretest items are unmarked, so treat every question as if it counts.
