a vocabulary note for the 2026 exam
HRCI 2026 ECO uses “inclusivity initiatives” — same substance as DEI, updated public language.
The exam still tests the same content — sponsorship gaps, calibration audits, pay-equity remediation, backlash management. The vocabulary on the question stem is what changed. Don\'t let the term throw you.
Goals are lawful. Quotas aren\'t.
Inclusivity targets must be expressed as goals — outreach efforts, qualified-pool breadth, sponsorship investments. Quotas — forced hiring percentages by demographic — are unlawful under Bakkeand its progeny. The exam reliably treats “set a 30% target by 2026” as the wrong answer if the question describes hiring decisions.
Affirmative action plans apply only to federal contractors under EO 11246, enforced by OFCCP. Inclusivity strategy applies enterprise-wide regardless of contractor status — they\'re related but separate.
